Subway data 2016 and 2017 vs 2015 and previous years

Dear Madam or Sir,

in the data of the passenger and passenger kilometres, there is a jump from 2015 to 2016 for the subway segment:

Data table: Statistical database > Transportation/Information and Communication > Transportation > Performance of Transport > Annual Domestic & International Passenger Transport by Mode

Passenger numbers increased from 2.5 billion to 3.6 billion and pkm from 28 billion to 43 billion. I am just wondering how that came to be, as I found no information about events that might have caused the rise in passenger numbers.
For clarification: subway is refering to urban rail, i. e. metro systems, is that correct?

Thank you for visiting the KOSIS website.

According to the Ministry of Land, Infrastructure and Transport, an agency responsible for statistical production of passenger transport, the sharp increase in passengers and passenger kilometers between 2015 and 2016 was mainly due to the change in the definition of “Passenger transport”. In the past data, passengers indicated persons who rode a subway at the station and excluded transferred passengers. In the meantime, in the current definition of passenger, passengers indicate persons who ride a subway at the station and include passengers transferred from the different subway lines. The new definition has been applied since 2016. 

And the subway refers to an urban railway.
