Difference between building statistics in different sources

Dear Sir/Madam,

Im looking for the number of buildings in South Korea. I found two different sources which provide different information:

- According to MOLIT (http://stat.molit.go.kr/portal/cate/statView.do?hRsId=19&hFormId=&hDivEng=&month_yn=), there were around 7.3 million buildings in 2020.

- According to JUSO (https://www.juso.go.kr/addrlink/addressBuildDevNew.do?menu=rdnm), there were around 10.7 million buildings in 2020.

For the earlier years, there are also similar differences. 

I was wondering what could be the reason behind that, and which source would be more reliable to use for risk assessment purposes.

The two statistics of buildings are produced by the two government agencies such as the Ministry of Land, Infrastructure and Transport, and the Ministry of the Interior and Safety with different definitions of buildings.


○ Statistics produced by the Ministry of Land, Infrastructure and Transport cover buildings managed in the building registers according to Article 38 of the Building Act. 

In the meantime, according to Road Name Address Act, "building number" can be assigned to buildings without obtaining building permits.


○ In relation to the statistics of the Ministry of the Interior and Safety (www.juso.go.kr/addrlink/addressBuildDevNew.do?menu=rdnm), according to the definition of "building number" of Article 2 of the Road Name Address Act, 

5. The term "building number" means a number (where at least two buildings form a group in cases prescribed by Presidential Decree, referring to a number assigned to the group of such building, etc.) assigned to any of the following buildings or structures (hereinafter referred to as "building, etc."):

(a) Buildings under Article 2 (1) 2 of the Building Act;

(b) Artificial and naturally formed structures actually used for residential or settlement activities for 30 days or more;
