Definition of educational attainment

Hi,

Hope you are doing well.  I would like to clarify the definition of educational attainment listed here.  Does it refer to the highest level of education completed or the level in which the person is currently enrolled/ attaining but not successfully completed?

Thank you for visiting the KOSIS website.

The definition of educational attainment slightly differs from survey to survey.

In the menu of "Statistical Terms" of the English-version website of Statistics Korea, the definition of educational attainment follows that of the Population and Housing Census. 

In the Census, educational attainment refers to the highest education level of the regular school system approved by the Minister of Education as of the survey reference day. This definition doesn't care about the day or night school system.

Actually, in the questionnaire of the Population and Housing Census, 'currently attending a school', 'completed the course, but not obtained the degree', 'leave of absence from school' or 'dropped out' are included. For example, in the Population and Housing Census, 
a person who graduated from a high school and currently attends a colleges now is classified into 'attending a college'. Statistical terms including educational attainment may be further clarified in detail in the future.
