Dears,

Due to the fast changes, emerging technologies, and many other factors, many businesses' ideas face difficulties to find out a code that matches their activities. My question is how new codes have been added to the Korean Industrial Standards (KSIC) system. If there is a new idea that no code matches, what would a business entrepreneur do? What is the process of adding codes to Korean Industrial Standards (KSIC)? Is the decision made based on statistics gathered or requests from business entrepreneurs or by consulting expertise? How long does it take? How does the Korean Agency for Technology and Standards which is in charge of adding codes in Korea decide a code must be added? and if so decided to add new code, who are the stakeholders in this process?

What are the main differences between Rev.9 and 10?

  According to the Statistical Standards Division of Statistics Korea, which is in charge of the Korean Standard Industrial Classification (KSIC), 7 years have passed after the 10th revision of the KSIC. The demand for the revision of industrial classification related to new growth industries in Korea in rapidly increasing every year. Based on the guidelines on industrial classification, Statistics Korea should revise the standard industrial classification in the years ending 4 or 9.

  Since December 2021, Statistics Korea has collected public opinions 3 times from about 1,500 agencies, associations and cooperatives. And a provisional draft of the revised industrial classification is being finalized through stipulated procedures including holing business meetings and an advisory committee. Afterwards, the National Statistical Committee will review the provisional revision draft of industrial classification. And Statistics Korea will notify the 11th revision of the KSIC in January 2014, and this revised version will be implemented from July 2024.

   To reflect changes in the domestic industrial structure, the 11th revision will be carried out in a full scale. Statistics Korea ensures objectivity of the revision by considering changes in industrial structure for the recent 5 years, conformity with the past classification system, international comparability and match with past data and differentiation and progressiveness of activities.

  According to the Statistics Act, all statistical agencies should follow the Korean Standard Industrial Classification when producing statistics. In addition, the Korean Standard Industrial Classification is applied for administrative purposes in various laws and regulations. Therefore, Statistics Korea will provide training sessions to statistical production agencies and administrative agencies after the revision of the 11th revision of the KSIC.

● The following shows the differences between the 9th and 10th revisions of the Korean Standard Industrial Classification.

 1. The 9th revision in 2007 was a drastic one by reflecting the results of the 4th revision of the International Standard Industrial Classification and the domestic social and economic changes that have occurred since the 8th revision of the Korean Standard Industrial Classification. The 9th revision includes the integration of industrial section of ‘Agriculture, forestry, and fishing (A)’. Industrial sections of ‘Water supply; sewage, waste management, materials recovery (E)’, ‘Information and communication (J)’, ‘Professional, scientific and technical activities (M)’ and ‘Business facilities management and business support services; rental and leasing activities (N)’ were newly divided. And 63 industrial divisions were further divided into 76 divisions. A total of 34 industrial groups, 45 industrial classes and 24 industrial sub-classes increased in the 9th revision of industrial classification.
  
 2. After the 9th revision in 2007, the 4th revision of the International Standard Industrial Classification was additionally reflected in the following 10th revision. The industrial division of ‘Rental and leasing activities’ was moved under the industrial section of ‘Business facilities management and business support services; rental and leasing activities (N)’. The industrial division of ‘Water supply’ was moved under the Industrial section of ‘Water supply; sewage, waste management, materials recovery (E)’. The title of the industrial section changed into ‘Information and communication (J)’.
